mcm-logoAt the April 3 Commission on Medicaid Managed Care meeting, Governor Hassan announced that Step 2 (covering DD and long term care services) will NOT begin on December 1, 2014 as was planned. Hassan stated that there is significant work still to be done with Steps 1 (acute care) and 3 (Medicaid expansion) before moving to include the Developmental Services system into contracts with Managed Care companies.

Citing the immediate work ahead for DHHS following the recent successful legislation to expand Medicaid under the Affordable Care Act and the desire to insure that enough time was available to received public input, the Governor said that more time was needed. She described the current phase of implementation as a necessary learning opportunity.

The Governor did not share a specific date that Step 2 will begin, but it was clear that the plan is still to move forward with Step 2 planning using identified stakeholder groups such as the Quality Council, the Medical Care Advisory Committee (MCAC), the State Family Support Council as well as the N.H. Autism Council.

This news was well received as representatives from ABLE NH and CSNI - the area agency network - both offered public statements praising the Governor's decision and the work of the Commission in determining that a delay was needed.
